Mountains occupy 23% of France's territory (the Alps, the Pyrenees, the Massif Central, the Jura, the Vosges and Corsica), and those mountain areas are inhabited by a population of nearly 4.5 million. Large parts of these areas are designated national or regional parks.
France has been implementing mountain policies since the early 1970s, and policies are now updated through the National Mountain Council (CNM), the official national body responsible for mountain issues. The CNM is chaired by the Prime Minister, and its secretariat is the Délégation à l'Aménegament du Territoire — DATAR — of the Ministry of Land Use and the Environment. The commission's work is carried out by groups divided by theme (eg. agriculture, forests, tourism) and also contains representatives from each of the mountain areas. Every one to two years the CNM considers major national policy proposals presented by its different commissions.
