The idea of proposing 'mountains' as a theme for an international year was first put forward by the President of the Kyrgyz Republic at an international conference entitled 'Mountain Research: Challenges for the 21st Century' that was convened in Bishkek in 1996. The National Programme for the preparation and organization of the International Year of Mountains in Kyrgyz Republic was adopted by Government decree in January 2000. This programme defines the Kyrgyz national policy and strategy for sustainable mountain development for the following three years and serves as the basis for a long-term strategy. The programme also stimulated coordination of research and academic units on mountain-related issues.
The National Organizing Committee for the International Year of Mountains and the Bishkek Global Mountain Summit was chaired by President Akaev. A Working Group for the preparation of the Bishkek Summit was also set up.
The chairman was the Akaev Askar President of the Kyrgyz Republic. The Focal Point contact was Dr. Ryspek Usubamatov of the International University of Kyrgyzstan.

An International Symposium 'Conflicts and Peace in Mountain Regions' was funded by GTZ and held in Bishkek (October). The aim of the symposium was to analyse the nature and origin of conflicts in mountain areas.
An International Conference on Watershed Management in Central Asia was held in Bishkek (October).
The Bishkek Global Mountain Summit, held in Bishkek (28-October - 1 November) was the closing event for the International Year of Mountains. The Summit was organized by the Government of the Kyrgyz Republic with assistance from the UNEP. It was at the Bishkek Summit, with more than 500 delegates from over 60 countries, that the International Partnership for Sustainable Development in Mountain Regions (known as the 'Mountain Partnership') was reinforced. Summit participants issued a declaration, the Bishkek Mountain Platform, affirming the Partnership's principles, recommendations and commitments and building on the outcomes of the major events that occurred in the period leading up to, and during, the International Year of Mountains. The Bishkek Mountain Platform formulates recommendations for concrete action towards sustainable mountain development, providing guidance to Governments and others on how to improve the livelihoods of mountain people, protect mountain ecosystems and use mountain resources more wisely.
An Open Meeting of the Mountain Forum, the Asian Pacific Mountain Network (APMN) and the Central Asia Mountain Information Network (CAMIN) was held in Bishkek (October).
A national essay-writing competition on mountain-related themes was held for schoolchildren and higher school students.
A number of side events, exhibitions and poster displays on mountain themes were organized to complement the Bishkek Global Mountain Summit. A CD-Rom with information on the Kyrgyz Republic was also distributed to visitors.
A series of postage stamps were issued with the theme 'Land Use' to mark the International Year of Mountains.
The International Year of Mountains in the Kyrgyz Republic received considerable media exposure.

In early 2003 an International Information-Education Centre of Mountain States was created at the International University of Kyrgyzstan. With the aim of promoting education and communication amongst mountain populations and ultimately applying new technologies to promote sustainable mountain development in the Central and South Asia regions.
